I would add the folders using collection management and apply and leave the settings, when I went back it showed no folders. After trying that a few times I switched to Dashboard and the folders did retain after leaving settings, but monitor never did anything.
I ended up installing 5.40. As soon as it finished installing, I launched Dashboard. Before it was even finished loading I heard the movie hard drive being accessed. When it was finished loading the monitoring folder already had stuff in it.
You might want to look at 5.41 pre 7.
